Stephens City council appoints Paul Culp, authorizes county inspections of water and sewer lines

Stephens City’s Town Council unanimously appointed Paul Culp to the Planning Commission and moved to streamline inspections of new water and sewer lines at its Oct. 2 meeting.
Councilman Linden Fravel Jr. made the motion to appoint Paul Culp to fill the unexpired seat on the Planning Commission through Dec. 31, 2018; the council recorded a unanimous vote in favor. The appointment was listed in the council packet and approved during the business portion of the meeting.
Later in the meeting, Water and Sewer Committee Chair Councilman Jason Nauman asked the council to schedule two special meetings — Oct. 16 and Oct. 23, both at 6:00 p.m. — to continue negotiations with Frederick Water. Nauman then moved that the council authorize eliminating duplicate town and county inspections of new water and sewer lines and permit the Frederick County Inspections Department to perform those inspections on the town’s behalf, provided the lines remain open for town inspection and mapping before burial. The motion carried on a recorded unanimous vote.
The council also entered and certified a closed session under Virginia law to consult with counsel about ongoing litigation with Frederick County. After reconvening, the council voted to instruct Town Attorney J. David Griffin to follow up on an alleged lease violation by the Frederick County Little League and to renegotiate the lease to month‑to‑month status.
Administrative items in the packet included a note from Town Clerk Michele Stone that town staff had inspected a resident’s home (Ms. Ritenour) and located a leak; staff arranged a reduction in that resident’s water bill. Treasury and committee updates, and calendar adjustments for November committee meetings, were also recorded.
The council recorded all procedural motions and votes in the meeting minutes; the packet shows motions carried unanimously where recorded.
