Stephens City Council approves budget readings, reappointments and road vacation; honors local bank

Stephens City Council on June 5 handled routine business including reappointments, ordinance readings and recognition of a local bank while deferring some budget and utility-rate items for further committee review.
Mayor Mike Grim presented a Resolution of Appreciation to Capon Valley Bank marking 100 years of service; Councilman Joseph Hollis moved to approve the resolution, and the motion carried with recorded Ayes from Vice Mayor Ronald Bowers, Councilmen Joseph Hollis and Jason Nauman and Councilwomen Regina Swygert-Smith and Kelly Thatcher (Councilman Linden Fravel Jr. absent).
Council members reappointed Carol Horne, Byron Smith and Dee Williams to the Historic Preservation Commission with terms expiring June 30, 2022 after a motion by Councilwoman Regina Swygert-Smith. The council approved an ordinance to vacate and quitclaim title to an unbuilt road stub at the corner of Walnut Lane and Massie Street—approximately 0.20 acres—after the Clerk read the ordinance title for first and second readings.
The Clerk, Michele Stone, read ordinance titles aloud during the meeting, including the text for the road vacation: "An Ordinance to vacate and quitclaim title to an unbuilt road stub beginning at the corner of Walnut Lane and Massie Street, extending eastward towards Interstate 81 consisting of approximately 0.20 acres within the Town of Stephens City, Virginia." The council recorded unanimous approval of the readings among members present.
On budget matters the Clerk read an ordinance to adopt the FY2018–19 budget; Councilman Joseph Hollis made a related motion that carried. A separate public hearing on an amendment to the FY2018–19 budget was moved to the July council meeting. A public hearing on a proposed utility rate increase closed with no public comments and was referred to the Water/Sewer Committee for review, with scheduling for the July 3 council meeting.
The meeting also included departmental reports: Treasurer Steve Rickards reported that tax bills had been printed and would be mailed that week, and Chief Charles Bockey reported that the police department supported the Newtown Heritage Festival and had one minor pedestrian incident during the event.
The council approved committee minutes and adjourned at 7:40 p.m.; calendar adjustments noted the Water/Sewer Committee meeting for June 20 and additional committee meetings through July and August.
