Residents press Stephens City officials on Pan Tops Drive paving and water connections

Stephens City, Va. — Several public commentators used the March 6 council meeting to press town officials on local infrastructure and permitting.
Michael Diaz, who identified his address on Pan Tops Drive, told council there is “a continuous issue of vehicles parking in areas where it would hinder emergency vehicles,” and asked about paving the street. Mayor Mike Grim replied that Pan Tops Drive is not owned by the Town of Stephens City and that the street’s owner must bring it up to Virginia Department of Transportation standards for it to be eligible for paving.
Bob Bowden of South Frederick LLC addressed council about reports that the town would not permit water connections for fifty‑five homes proposed on the town’s north end. Town Manager Michael Majher responded that “the Town had not denied a request for connections and that the Town fully anticipates issuing connections when the property is developed.”
Roslyn Jones, a pastor at a Mulberry Street church, said the congregation intends to open a Day Learning Center and asked about a special permit; Mayor Grim advised her to appear before the Planning Commission at its March meeting to seek a recommendation.
