Mountain View council directs staff to pursue RFPs for building and planning services; IGAs also to be explored

Town Administrator Charity Campfield presented a new proposal from SafeBuilt on July 13 and asked the council whether to keep the existing contract, switch to an hourly-rate arrangement, or issue an RFP for building-department services.
"We are currently paying 85% of fee to SafeBuilt for all of our building department services, which means every building permit that comes in, SafeBuilt keeps 85% of those funds and we get 15," Campfield said, noting that the town’s building-department receipts go to the general fund and that changing the fee structure could help offset budget pressure.
Campfield said SafeBuilt proposed a per-project support contract and an hourly-rate alternative; she warned that an hourly structure could add drive-time charges and expensive plan-review hours. Staff recommended separating planning services and building-department services into two RFPs because firms often provide one or the other.
Council members expressed broad support for issuing an RFP and for giving staff flexibility to explore intergovernmental agreements (IGAs) with neighboring cities such as Arvada or Edgewater, while cautioning that an IGA may reduce the town’s priority for inspections and service if the partner jurisdiction has its own resource constraints.
Council provided verbal direction for staff to prepare RFPs for building and planning services and to research IGA options; SafeBuilt will be allowed to respond to any RFP. Staff will return with the RFP analysis and recommendations when proposals are received.
