The Town of Mountain View council on July 13 unanimously approved Resolution 2026-07-13A authorizing the mayor to execute a purchase order with RG and Associates for wastewater engineering services.
Town Administrator Charity Campfield told the council the action approves this year’s purchase order under an existing master agreement. "So this is under our contracted agreement, but we have to approve the dollar amount for the services rendered this year," Campfield said, explaining the purchase order will fund RG’s review of video scoping performed earlier by QP Services.
Campfield said RG will identify the weakest segments of the town’s sewer system and use that analysis to develop a capital improvement plan that sequences replacements and helps staff budget for fiscal year 2027 and beyond. Council members asked whether the RG work would change assumptions in a prior 10-year street and sewer presentation by Dave Nugent; Campfield said the RG review could alter long-term replacement timing and budgeting.
Council member Bailey moved to approve the resolution; the motion was recorded and a roll-call vote showed all members present voting yes. The meeting record did not specify the purchase order dollar amount.
With the vote, staff will direct RG to review the video scoping and provide recommendations to inform the town’s capital improvement schedule and budgeting. Campfield said the work will be used as a guideline for prioritizing immediate replacements versus segments that can be deferred.
