Plan Commission approves site plans and PUD amendment for Eli Lilly facility in Pleasant Prairie

Rob, village planning staff, told the commission the property previously had site and operational approval in 2020 and held a certificate of occupancy for Nexis Pharmaceuticals. He said Eli Lilly purchased the building in April 2024 and will operate it for the manufacture of aseptic liquid pharmaceutical products. Staff recommended the PUD be renamed "Prairie Highlands Pharmaceuticals" rather than use a company name so future ownership changes would not require ordinance amendments.
John Cook, Executive Director, Manufacturing for Eli Lilly and Company, introduced himself as the local representative at the facility and told the commission the changeover has occurred administratively. He said a transactional period will continue through October, during which some functions remain shared with Nexis; by October those items should be resolved. Cook said Lilly currently employs 133 full-time staff at the site across three shifts and that the company is considering potential future expansions but had no finalized plans to present.
Commissioners asked about timing and whether Lilly intends a long-term commitment; Cook replied "Absolutely," while also noting that many details remain subject to internal budgeting and planning. The commission moved and seconded approval of item 6a (site and operational plans) and item 6b (amendment to the Nexis Pharmaceuticals PUD reflecting new ownership); both motions passed on voice votes.
The commission recorded no roll-call tallies in the transcript; votes were taken by voice and recorded as ayes. The chair welcomed Eli Lilly and said the commission looks forward to a long relationship.
