Village Board confirms library appointment, hires pool managers and approves routine payments

At its Feb. 11 meeting the Village of Plain Board of Trustees approved several personnel items, received department reports and carried routine payments.
Appointments and hires: Village President Ray Ring moved to approve Caitlin Opatik as a Library Board member; Trustee Cindy Haag seconded and the motion carried. Trustee John T. Feiner moved to hire Kristin Gilpatrick and Chelsey Kraemer as Pool Managers; Trustee Kelly Yanke seconded and the motion carried. Minutes note that Assistant Library Director Christine Elliot submitted her resignation effective Feb. 9 and a search is under way for a 12+ hour-per-week replacement.
Library programs and partnerships: Trustee Cindy Haag reported 2025 library usage statistics were similar to 2024, with almost 1,000 more Overdrive/e-book checkouts. The Friends of the Library have partnered with Spring Green Library to expand the Books for Babies program; materials will be distributed at area medical clinics and locations serving parents of children 2 years old and under.
Recreation and facilities: Trustee Kelly Yanke said a meeting with the new Pool Managers is scheduled for April 1; a few lifeguards have applied but additional recruitment is needed and an ad for the Recreation Director position must be posted. Kraemer Brothers will construct dugouts; Shem Heiser and Kevin Nachreiner donated roofing; the Plain Lions are discussing seating.
Public Works and finance: Water pumpage for January 2026 was reported as Well No. 1 โ 787,000 gallons; Well No. 2 โ 550,000 gallons; total 1,337,000 gallons, 369,000 gallons less than January last year. Monthly chlorine average was 0.16 ppm. Two bacteriological and two well samples sent to the state lab tested safe. Wastewater influent and effluent B.O.D. and T.S.S. figures were provided in the report. Trustee Steve Whitford moved to pay check #29142 to Sabel Mechanical for $2,422.38 from the Sewer Replacement Fund; Trustee Kelly Yanke seconded and the motion carried. Trustee Kelly Yanke then moved to pay the bills as presented; Trustee John T. Feiner seconded and the motion carried. The minutes list fund balances (General Fund $523,586.71; Water Utility $9,096.98; Library Fund $16,396.04; Sewer Department $15,140.63; TIF District $528.76; Golf Course $3,371.20; Debt Services $57,216.10) and wage reimbursements of $21,168.31.
Administrative reminders and adjournment: Administrator/Clerk/Treasurer Sheila Carver reported that tax collection was turned over to the county and that $1,364,925.08 was collected. Carver reminded property owners they are required to remove snow and ice from sidewalks; if the owner fails to comply the first removal cost is $100 and $200 thereafter, with unpaid invoices placed on the tax bill as a special assessment. Trustee Kelly Yanke moved to adjourn at 7:13 p.m.; Trustee Wade Neubauer seconded and the motion carried.
