Council debates proposed trailer-parking rules as construction activity rises

The chair said the council reviewed a proposed ordinance that would change how the city treats on-street parking of construction and utility trailers, arguing the change could lead to more traffic hazards.

"I think it is irresponsible to sanction extended trailer parking duration, allowing up to 200 traffic obstruction hazards on city streets in a single year by virtue of a building burden, which is what exactly what this particular ordinance would do," the chair said. The chair presented a summary of other cities' approaches, including overnight bans, 72-hour limits without authorization, zoning-based exceptions and permit-linked long-term storage tied to building permits.

A committee member disagreed about the ordinance's core problem, saying the disagreement centers on definitions. "What he needs is a hazard; what I need is a hazard for two different things," the committee member said, arguing the city's streets and subdivision speed limits change how hazards should be judged.

Staff said the city has repeatedly looked for grants and other mechanisms to manage related issues such as drainage and sewer and recommended a staff review of the ordinance language. The chair asked Joe to review the draft and give Justin a call within a week to see whether staff can craft language that will command a majority; if not, the item will return to the council.

The discussion produced no vote. The council directed staff to review model ordinances from other cities, clarify time limits and zoning exceptions, and report back at a future meeting.
