Mansfield finance committee approves reserve transfer to close snow-and-ice deficit, sets $2.5M free-cash goal

Town Manager Mallory Aronstein told the Mansfield Finance Committee on June 18 that the town is in a strong fiscal position as the 2026 fiscal year ends, crediting a spring spending freeze and lower fuel costs for stabilizing expenditures. She cautioned that some recent revenue gains—most notably about $400,000 in permitting receipts tied to water-related construction—are one-time and should not be budgeted as recurring income.
The committee approved a transfer of $247,600 from the General Fund Reserve Fund to the Snow and Ice Contract Services account to address the remaining snow-and-ice deficit. Town Accountant Nick Monticello presented the transfer as a primary component of closing FY26 and said other deficits were covered in part by interdepartmental transfers and savings in health insurance accounts due to vacancies and enrollment changes. The transfer motion, moved by Scott Feely and seconded by Jack Cooney, passed 6–0–1 with committee member Cameron Symonds recorded as abstaining.
Why it matters: The vote and related transfers complete the town’s year-end adjustments and shape the starting position for FY27 budgeting. Committee members noted that while revenues and expenditures are currently outperforming projections, one-time receipts and vacancy-driven savings should not be treated as recurring supports for ongoing services.
Aronstein also reviewed preliminary FY27 balancing actions. She said collective bargaining negotiations are ongoing and that layoff notices were issued effective June 30, 2026. The Select Board approved a change to inspector compensation that takes effect July 1: existing inspectors will receive $60 per inspection and newly hired inspectors $50 per inspection. Aronstein said several municipal positions remain vacant in Public Buildings, the Department of Public Works and the Fire Department; she warned that service delivery in some areas may be slower while the town evaluates staffing needs.
The town completed a municipal fee review and raised several permit fees, including building, conservation, mechanical, electrical, plumbing and Mansfield Green sticker fees, to improve cost recovery. Aronstein said the Senior Work-Off Program has been temporarily suspended while officials consider program adjustments.
Aronstein outlined a broader fiscal strategy for FY27 that includes maintaining tight expense controls, rebuilding reserves and aligning one-time expenditures with one-time funding. She said the town aims to hold at least $2.5 million in unrestricted certified free cash and to prioritize capital projects carefully in the upcoming Capital Improvement Program process.
Other business: Aronstein reported interest in the Roland Green Building project; bids are being solicited through ProjectDog and are due in mid-July. Town Accountant Nick Monticello updated the committee on the Bristol County Retirement System, reporting the system is about 66.7% funded and that the county retirement board has postponed final action on funding scenarios. Chair Sara Walsh said she will share a recording of recent Town Counsel training on Open Meeting Law, ethics and public records, and the committee agreed to keep its regular summer meeting schedule.
