The Wheatland City Council voted to award MSA Professional Services a $50,000 contract to administer a Community Development Block Grant (CDBG) related to the city’s Water Improvement project, and set a hearing on a proposed water revenue loan for Aug. 10, 2026, at 6:30 p.m.
Council Member Fauser moved to approve MSA’s proposal, and Council Member Hicks seconded; the motion passed by voice vote with all ayes among those present (Mayor Jeremiah Wiese and Council Members Hicks, Kelly and Fauser). Council later approved Resolution 2027-05 to set the date for the water revenue loan hearing.
MSA was the only firm to submit a proposal for CDBG grant administration, according to the project update presented to the council. The contract award covers grant administration services tied to the Water Improvement project; the council did not provide further contract-detailing language during the meeting.
The hearing set for Aug. 10 will address a proposal to enter into a water revenue loan and disbursement agreement and to borrow money thereunder; the council gave no additional direction on loan terms at the June 8 meeting. The council packet listed MSA by name and noted the firm’s project update to the council.
Next steps: MSA will begin grant-administration work per the approved proposal, and the council will consider the water revenue loan at the Aug. 10 public hearing.
Provenance: Topic introduced and discussed beginning SEG 008; related approval and hearing-date resolution concluded SEG 010.
