Board affirms definitions for transit goal; county staff may add $70,000 analysis for affordability

Mary Rumbaugh (Health, Housing & Human Services) and Dan Johnson (Director, Transportation & Development) asked the board to affirm definitions that will guide Clackamas County's Transit Development Plan (TDP) update and related implementation work. Rumbaugh said consistent definitions are necessary so staff, consultants and partners "are all working with the same understanding." Johnson said the RFP to update the TDP has been published and that integrating work to identify affordable transit options would require additional funding; his preliminary estimate for that task is about $70,000.
Commissioners discussed funding sources and the need to understand revenue streams that support transit in Clackamas County, including questions about employer/employee taxes created by HB 2017 and which agencies collect funds. Commissioner Savas, who participates on statewide transit advisory committees, urged staff to assess revenue streams and whether current fund collectors should contract service provision where appropriate.
Commissioner Helm moved to affirm the definitions as presented; Commissioner Schrader seconded. The board voted 5–0 to affirm the definitions.
