Clackamas County advances Recovery Campus contracts, lease and names facility 'Clackamas County Recovery Campus'

Cindy Becker, county administration project manager, said the amendment would add $23,290,000 to the existing contract with Fora Health to cover demolition and construction work; she explained staff will return to amend the contract again as additional funding (Oregon Health Authority, $5 million in lottery dollars, a $2.5 million federal earmark and a county loan) are secured.
Becker described risk allocation and insurance: the amendment adds builders‑risk insurance requirements during construction, and Fora Health will provide property insurance and general liability during operations. "They will be demolishing the existing improvements and constructing the campus," Becker said, and Fora will be responsible for maintenance under a net lease; the county will have a separate maintenance contract with H3S for oversight.
On the lease, staff described a 20‑year term (July 2026–July 2046) with a one‑time nominal payment (recorded as $20) effectively equating to $1 per year; the county retains discretion to raise rent after the first 20 years and the lease includes an option to extend another 20 years.
Commissioners supported advancing the contract and lease to the July 23 business meeting for final approval. The board also approved required street lighting for the project and then named the facility. Mary Rumbaugh, Health, Housing and Human Services director, presented naming options; Commissioner West moved that the facility be named "Clackamas County Recovery Campus," a motion the board approved 5–0.
Staff said the final contract presented at the July 23 business meeting may include minor, non‑substantive edits requested by legal counsel and that additional contract amendments will follow as funds are received.
