Orange accepts Avitar revaluation contract; sets tax rate at $26.00 per $1,000

The Orange Select Board voted Nov. 4 to accept a contract from Avitar Associates of New England to perform the town’s 2025 full property revaluation and set the final municipal tax rate at $26.00 per $1,000 of assessed value.
Board members discussed rising costs for the revaluation. Catherine Souza provided rough estimates from other firms at or just above $100 per parcel; the Avitar contract was quoted at $128 per parcel. The board noted that a full revaluation is intended to capture property changes not recorded through building permits and that the New Hampshire Department of Revenue Administration (DRA) monitors Avitar’s work.
The board also set the overlay at $3,000 for abatement revenue and signed the tax warrant to the Collector. Aaron Allen moved to set the overlay and sign the warrant; the motion passed unanimously.
A member of the public asked whether the resident response period for valuation notices could be extended; Souza said she would request a 60‑day response period when the contract paperwork is returned to Avitar.
Next steps: the signed contract will be returned to Avitar and Souza will request the longer response window; the DRA continues to provide regulatory oversight for the revaluation process.
