Select Board reviews amended state 'abutter' definition and notes Lebanon landfill rate hearing

At the Oct. 15 meeting the Select Board reviewed written legal guidance from the Town’s municipal counsel explaining that, effective Sept. 1, 2024, the statutory definition of “abutter” in RSA 672:3 has been amended to mean a New Hampshire property that adjoins or is directly across the street or stream from land under consideration, using perpendicular lines and projected points to determine who qualifies; the board asked that the amended RSA text be provided to the Planning Board.
The board also acknowledged a notice from Lebanon’s Solid Waste Manager indicating the proposed 2025 Lebanon Landfill budget may increase rates. A public hearing on the proposed 2025 solid waste rates is scheduled for Nov. 20, 2024 in Lebanon.
The Select Board did not take action on either item at the meeting but recorded the legal update and the landfill notice for constituent awareness and for referral to the Planning Board where appropriate.
