Commissioners approve transit authority extension, curb-cut contract, mortgage satisfactions and routine county expenditures

SULLIVAN COUNTY — At their June 16, 2026 meeting the Sullivan County Commissioners unanimously approved a slate of routine and administrative items, including a governance extension for the regional transit authority, several contract actions and routine financial approvals.
Commissioner Brian Hoffman moved to adopt Resolution 2026-12, amending the Articles of Incorporation for the Endless Mountains Transportation Authority (BeST Transit) to extend its term of existence for up to 50 years. Commissioner Darlene Fenton seconded and the motion passed unanimously; Hoffman noted Sullivan County is one of three counties authorizing the extension and read historical references to the authority’s original 1980 formation.
The board awarded the Eagles Mere Curb Cuts Project – Phase I to Livic Civil of Northumberland, Pa., for a lump sum of $35,000, contingent on a satisfactory pre-project meeting with the county’s engineering firm. The motion was moved by Commissioner Hoffman, seconded by Commissioner Fenton, and approved unanimously.
In a series of procedural motions tied to the county’s CDBG housing rehabilitation work, commissioners granted the Chair signing authority to record mortgage satisfactions for completed projects at five addresses across the county: 40 Lilac Street, Lopez; 805 Millview Mountain Road, Forksville; 94 Georges Road, Muncy Valley; 838 Horseshoe Road, Dushore; and 164 Lawrence Rohe Lane, Dushore. Each motion was seconded and approved unanimously.
The board accepted a proposal from CK Rock Solid Masonry to repair 67 square feet of brick beneath a handicap ramp and to build up a bilco entrance with 10-inch block at the Magisterial District Judge’s entrance for $9,030. Commissioner Myers noted Maintenance Supervisor Rodney Rohe attempted to secure additional quotes but contractors declined to submit them.
Commissioners also approved a Data Use Conditions Acceptance agreement with the Pennsylvania Department of Conservation and Natural Resources (DCNR) Bureau of Forestry to obtain GIS layers; approved conference and travel requests for the District Attorney ($2,326.80), the Magisterial District Judge ($808.50) and one commissioner ($1,130.80); approved a $420 change order for Mel’s Concrete Co. related to additional work at the Ag Center; and approved payment of current invoices totaling $139,858.54. The meeting record also notes an updated lease showing Breeze Mental Health operating as a dba of Red Slate Ventures LLC for space at the Mattern Building.
With no further business, Commissioner Darlene Fenton moved to adjourn; the meeting ended at 10:32 a.m.
