The Crested Butte Town Council on June 1 authorized the town manager to pursue an intergovernmental or cost-sharing agreement with the Gunnison Watershed School District (GWSD) for the Red Lady Roundabout project, authorizing a 50% town contribution after assumed grant funds and directing staff to secure construction bid pricing by Aug. 7 to formalize the share.
GWSD Superintendent Leslie Nichols spoke to the district’s request. Matt Prinster of Artaic Group elaborated on contingency elements of the project and cost estimates. Public Works Director Shea Earley discussed cost-estimation procedures and the risk profile for the town.
The motion—moved by Council Member John O'Neal and seconded by Council Member Kate Guibert—authorized the Town Manager to develop an intergovernmental agreement or cost-sharing agreement based on secured construction bids by Aug. 7 and to enter into a 50% cost-share after assumed grant funds, with the Town assuming liability for any cost overruns. The motion also authorized the Town Manager, if bids could not be secured by Aug. 7, to execute an agreement based on a 50% share of the engineer’s opinion of probable cost (EOPC) after assumed grant funds.
Council Member Beth Goldstone recused herself and left the room before discussion; Mayor Ian Billick disclosed a potential conflict but legal counsel advised he need not recuse. A roll-call vote was taken; all voting members present recorded “Yes,” and the motion passed.
The motion commits the town to a cost-share framework subject to final bid amounts and the execution of a formal agreement. Staff will return with contract documents and bid results as the procurement process progresses.
