Orange Select Board accepts financial report, approves permits and contractor rates

The Town of Orange Select Board on Aug. 5 accepted its annual MS-535 financial report and signed off on several routine permits and contractor rates.
The board voted unanimously (3-0-0) to accept the MS-535 Financial Report prepared by Cohos Advisors; Select Board member Betsy Coble made the motion and Sandi Pierson seconded. Clerk Catherine Souza was directed to submit the signed MS-535 to the New Hampshire Department of Revenue Administration. The board noted that the MS-60 report by Cohos Advisors will be reviewed at the next Select Board meeting.
Also at the meeting the board approved a building permit for Ronald Goodearl to build a small home at 100 New Colony Road (Map 3 Lot 40). The building inspector had signed off and fees were paid; Select Board member Betsy Coble moved to approve the permit, with Aaron Allen seconding. The board similarly approved a driveway permit from Robert Kuhn for 48 Williams Road (Map 3 Lot 61C) after Road Agent Glenn Miller confirmed the frontage requirement was met; Aaron Allen moved to accept the permit, seconded by Sandi Pierson.
The board accepted Remacle Construction’s 2024 rates after Road Agent Glenn Miller indicated his support; Sandi Pierson moved to accept the rates and the board signed a letter formalizing the acceptance.
Financial notes recorded at the meeting included state reimbursements of $199.75 for the final Hazard Mitigation Plan update, $13,623.01 from the July Highway Block Grant and $400.00 in checklist sales. The Select Board reviewed municipal expenditures through July 31, 2024: $258,752.46 spent of a $339,145.00 budget (about 76% spent).
Procedural notes: the town’s application for a municipal credit card through Bank of America remains under review while the bank examines the town’s MS-535 and MS-60 records; per RSA 41:31-c the town is not required to undergo a full audit because of its size. The meeting set the next Select Board meeting for Aug. 20, 2024 at 6 p.m.
The board entered a nonpublic session at 6:45 p.m. under RSA 91-A:3,c to discuss a personnel matter and reconvened at 6:55 p.m. On returning to public session Chair Aaron Allen stated the personnel issue was resolved.
