The Arnold Planning Commission approved a variance request from Posney Wagner to allow relief from fence-height and setback standards for a 5.1-acre dual-frontage industrial lot at the intersection of Loandale Drive and West Outer Road.
Staff explained that the applicant seeks a 7-foot privacy fence (where 6-foot-6-inch is normally the maximum) and setback relief of 15 feet along Loandale Road and 28 feet along West Outer Road in order to provide adequate screening for outdoor storage. Staff noted the parcel predates the city and that the property line and roadway right-of-way do not align, creating a unique circumstance for compliance with current code. The planner also said reviewing agencies raised no critical objections to the requested relief.
Applicant representative Eric Keen (speaking for Posney Wagner) clarified that the requested relief corresponds to a two-foot setback along the right-of-way (effectively a 28-foot relief), and staff explained that fence material and color will be reviewed through the standard fence-permit process if the variance is approved.
Commissioners asked whether the fence would impede sight lines for turning movements; staff said the proposed setback will widen the site triangle and likely improve turning visibility. Commissioners also confirmed that allowable fence materials for the industrial district include chain-link with privacy slats and that the variance vote covers height and setback only; permit-level review will cover final materials.
The commission voted to approve PC2026-17 with two conditions: 1) the fence height cannot exceed 7 feet in total, and 2) the setback relief along Loandale Road and West Outer Road cannot be reduced further than the proposed relief. The motion passed during roll call and the planning staff proceeded to the department report.
