The Select Board approved additional engineering work with KB Partners to address drainage and failing culverts identified during recent surveys.
Engineering staff described two clusters of work: boundary survey and design tasks to identify where a town drainage solution crosses private property (Fairview/Rinal), and design work for replacements of failing culverts on Nadine and Donna drives. Staff said corrugated metal pipe installed in the early 1980s is reaching the end of its useful life and that some replacements qualify as tier‑2 or tier‑3 stream crossings, which will trigger stricter state permitting.
The board authorized change orders and the use of engineering and capital reserve funds to pay for the additional survey and design work. Staff noted some work will establish easements over private property; the board directed staff to add easement recording to the contract language and to notify property owners and obtain signing where necessary.
Why it matters: Culvert failures pose an immediate risk to road integrity and public safety; early design and survey work is required to move projects toward construction and to secure necessary permits and easements.
