Planning board grants one-year extension to Cornerstone Realty to secure state permit for 25-103 site plan

The Planning Board voted to extend the conditional approval period for major site plan 25-103 and associated special-use permit SUPAC25-305 for one year, giving the applicant more time to secure a state Alteration of Terrain (AOT) permit required as an outstanding condition.

Chair Bob Burke read the agenda item describing the request; the agenda listed Naomi Peral of Nobius Group as the agent for Cornerstone Realty Holdings LLC. Planning staff reported that the only outstanding condition from the board’s prior approval is the DES AOT permit and that department reviewers raised no objections to granting a one-year extension. "At this point, the only outstanding condition is a permit for alteration of terrain from DES," a planning staff member said.

A Cornerstone representative told the board the delay stemmed from AOT processing times and some internal delays: "Standard bureaucracy," the representative said when asked whether the delay was procedural. The representative said they will apply for the demolition permit once the AOT permit is issued and intend to perform the work this year once permits are in hand.

A motion to extend the conditional approval to May 27, 2027 was made, seconded and carried with one recorded abstention. The board noted that if the extension were not granted the applicant would have to refile the site plan application.

The board’s extension preserves the previously granted conditions while giving the applicant an additional year to obtain state approval and satisfy outstanding requirements. Staff said they would continue to track the AOT permit application and notify the board when it is granted.
