Richmond school board approves MOUs with IU East and Centerstone, sets out-of-state tuition rates

The Richmond Community Schools board approved multiple consent and action items during its July 15 meeting, including education partnerships, service agreements and tuition rates.
On the consent agenda trustees approved standard items including minutes, human-resources addenda and the June financial report. The full consent package passed as announced by the chair.
Key action votes:
- MOUs with IU East: Trustees approved a "Teachers Today" MOU and a College Now MOU and an Indiana College Core MOU with IU East. One trustee abstained from at least one IU East related vote because they teach a course at IU East; those motions moved forward with the recorded abstention noted.
- Centerstone MOU: The board approved an MOU with Centerstone for student supports; a trustee noted to the public that there is no cost to RCS under the agreement.
- Baker Tilly statement of work: Trustees approved a statement of work with Baker Tilly to review the Veeva employee-benefit plan.
- SRO MOU with Richmond Police Department: The board approved an SRO Management MOU; a trustee asked staff to obtain metrics from RPD on trends and incidents related to SRO work for future reporting. The agreement passed with an abstention recorded.
- Cash tuition rates: The board set cash tuition for out-of-state students at $8,385.85 with a per-diem rate of $46.59, and for international students a flat $10,000 with a per-diem of $55.56; trustees approved the rates.
Other approvals included contracts for occupational therapy and orientation and mobility services, a TBRI consulting agreement to continue district-wide implementation, and the district's food-service policy on second reading.
Trustees said many of the items were routine or had been vetted in prior committee meetings. Several members urged administration to follow up on specific implementation details (for example, SRO data and food-service logistics for after-school programs).
