Chesterfield revitalization group advances brownfields work, backs summit presentation

The Chesterfield Revitalization Group met April 13 at the Town Offices and advanced several steps toward redeveloping remediated properties, including initiating work on New Hampshire’s Brownfield Covenant eligibility paperwork and endorsing a conference presentation to promote the project.
Nancy Mendel, a CRG subcommittee member, said she will draft an Eligibility Determination form for the New Hampshire Brownfield Covenant Program and that Alissa will seek board authority to sign the form if needed. The action is intended to clarify whether the group’s site(s) are eligible for covenant protections and to move remediation discussions forward.
Jim Allen, a CRG member, reported that he contacted Heather Shank at the New Hampshire Department of Business and Economic Affairs and opened a contact record (ID #12497). Allen said the agency’s digital toolkit (recreadynh.com) offers guidance for planning outdoor-recreation projects — trails, parks and water access — and that those resources could support development after remediation. The committee directed Allen to investigate property lines to determine available space for a potential recreational project.
The group also discussed outreach and technical partners. Linda Sedlewicz said David Howell of Thaler Reilly Wilson (TRW) Architecture and Preservation, a recent Spofford resident, has expressed interest in the architectural aspects of the project and may be interested in work related to the Marsh House; CRG members invited him to speak with the group.
On external engagement, members agreed to support a submission to the NEWMOA Revitalizing New England Brownfields Summit. Nancy Mendel will follow up with Todd at Weston & Sampson on logistics. Ron Rzasa moved to support having Weston & Sampson present the CRG project with CRG members attending; Linda Sedlewicz seconded the motion and the committee approved it unanimously. The abstract deadline was noted as May 1.
Separately, the committee handled routine communications and documentation: the group discussed Facebook post ideas pending a grant outcome, arranged for a celebration photo from the Chesterfield Inn to be uploaded to the CRG Google Drive (Tim Bausch to send the file to Deborah Kaufman), and confirmed that Tim received a USB drive from Jim Allen to transfer site photos of the former Electrosonics property for planning purposes.
The subcommittee approved the Feb. 9, 2026 meeting minutes as amended, scheduled its next meeting for Monday, May 11 at 5 p.m., and adjourned at 6:07 p.m.
