Eastchester controller Dawn Donovan to retire; board appoints Noreen McGinty as successor

After 15 years as town controller, Dawn Donovan announced her retirement; the board appointed Noreen McGinty of Hawthorne as controller effective Aug. 3, 2026, on a unanimous vote.
Dawn Donovan, Eastchester's controller for more than 15 years, told the Town Board on July 7 that she is retiring and thanked the board and staff for the opportunity to serve.
"After more than 15 years of serving the town of Eastchester as your controller... I'm here to simply say thank you," Donovan said during brief remarks in which she described her work in IT and human resources and expressed gratitude for the role.
Supervisor Colavita and multiple board members praised Donovan's service, citing stable town finances and frequent positive audit notices. Colavita told Donovan, "You've done a magnificent job," and credited her stewardship when noting the town's strong reserves and an affirmed Moody's AAA rating.
Following Donovan's announcement, the supervisor recommended appointing Noreen McGinty of Hawthorne as the town's next controller effective August 3, 2026, through December 31, 2027, at the annual salary set in the budget (the supervisor noted it is less than Donovan's salary). The board moved, seconded and approved the appointment by unanimous roll call.
No dissenting comments were recorded. The board indicated staff would complete the personnel and signature changes needed during the transition period.
