The Bedford County Board of Commissioners approved the personnel transfer of Catey Cain from Telecommunicator to 911 Coordinator effective May 18, 2026, despite a recorded objection from Commissioner Winck.
The motion to approve the transfer was made by Commissioner Deb Baughman and seconded by Commissioner Winck; Commissioners Stiles and Baughman voted to approve, and Commissioner Winck recorded a vote in opposition. In explaining his opposition, Winck said he did not believe Cain met the qualifications for a crucial position and said commissioners should have been more involved in the hiring process. He specifically cited concerns about required work experience. Commissioner Stiles responded that directors have historically been selected by the board and that their personnel judgments should be trusted; Commissioner Baughman praised the decision to hire Brittany McConnell as Director of Emergency Services and described her as knowledgeable and effective.
The transfer was entered in the meeting minutes and the board instructed the Emergency Services office to proceed with the appointment and transition tasks.
