The Brainerd City Planning Commission on Tuesday recommended approval of a preliminary plat and development‑stage planned unit development (PUD) for Outlots E and F in the Brainerd Oaks subdivision, a project that would create 10 duplexes for a total of 20 dwelling units.
Planning staff explained the proposal from Level Contracting (applicant represented by Monte Jensen) would connect the new development to city water, sewer and electrical services, construct a new city street to provide access to Holden Avenue and manage stormwater per city requirements. Staff said the Public Works and Electrical Departments have no current utility concerns and recommended the commission hold a public hearing and recommend approval.
Applicant Monte Jensen described a multi‑year project history that involved the HRA and noted the development will increase rental housing stock, improve infrastructure and preserve as many trees as feasible while acknowledging some removal may be necessary for grading and density. Jensen said final elevations and a screening plan will be provided with the final PUD application and that design details requested by commissioners — including a window adjacent to the entry to reduce a 'garage‑forward' appearance — are already in the applicant’s updated plans.
During the public hearing and discussion, residents raised traffic and street width concerns and asked about maintenance and long‑term ownership; the applicant said deed restrictions and covenants will be drafted, and the project includes a stormwater pond improvement that staff said should reduce existing issues.
Commissioner (speaker 6) moved to recommend approval of the development‑stage PUD plan with the agreed design addition; the motion passed on a voice vote. A separate motion to recommend approval of the preliminary plat also passed. Staff said the Commission’s recommendations will be forwarded to the Brainerd City Council for final consideration on July 20.
