Board approves Little Lupine kennel site plan, cites SEQR and LWRP compliance

The Village of Saranac Lake Development Board on July 7 approved a Site Plan Review for Little Lupine Canine Retreat, a proposed kennel at 25 Brandy Brook Ave, following a public hearing and a series of motions including SEQR and LWRP findings.
The board opened and closed the public hearing by roll-call motions and then voted to issue a negative declaration under the New York State Environmental Quality Review Act (SEQR). The board next found the project in conformance with Local Waterfront Revitalization Program (LWRP) policy standards and conditions and then approved the Site Plan application, explicitly incorporating the conditions of the Use Variance the board granted on June 2, 2026.
Applicant Kayle Staves told the board that all dogs will remain on the premises while in her care and that no animal waste will be disposed of on public property; she said on-site waste would be double-bagged and removed through a scheduled private trash removal service. Staves also stated she has consulted with an alarm company and intends to install a security alarm system as part of the project. Glynn, Community Development Director, advised the board that the applicant’s planned expansion of the fenced enclosure next spring should not trigger an additional Site Plan Review.
Board members moved through the required procedural votes in sequence (open hearing; close hearing; SEQR negative declaration; LWRP conformance finding; site-plan approval). All recorded votes on the item were in favor. The approval was conditioned on the terms of the previously approved Use Variance; Kt Stiles recommended explicitly incorporating those variance conditions into the site-plan approval to ensure consistency.
