Clifton Town Council approves permits, funds trail work and forms parking committee

The Clifton Town Council on Aug. 6 approved a slate of planning recommendations, authorized several small expenditures and formed a Parking Committee as it advanced multiple town projects.
Treasurer Marilyn Barton presented preliminary year‑end figures, reporting a cash balance of $687,900 as of June 30, 2013 and $697,902 as of July 31, 2013; she identified a missing formula in the FY14 budget that did not change totals. Councilmember Wayne Nickum moved to approve the Treasurer’s Report; Chuck Rusnak seconded and the motion carried unanimously following a roll call vote announced by the clerk.
The council approved a $1,600 authorization for a well pump after Nickum moved and Bill Hollaway seconded the motion; the vote was unanimous. Earlier in the meeting, the council also approved the July 2013 meeting minutes on a motion by Nickum, seconded by Rusnak; Councilmember Dwayne Nitz abstained and the motion passed.
Planning Commission member Kathy Kalinowski presented four recommendations. The council unanimously approved an exemption request under the town’s Chesapeake Bay Preservation Act from Wetlands Solutions, Inc. for Phase I of a nature trail in Clifton Floodplain Park, conditioned on returning an Army Corps of Engineers Certificate of Compliance within 30 days of trail completion. The council also unanimously approved use permits for EIG Networking, Blacklin Associates LLC and Antenna International at 12642 Chapel Road, each limited to one employee on site at a time and one assigned parking space with no client visits.
Chuck Rusnak briefed the council on a proposed Civil War Trail Marker to be placed in Caboose Plaza; the council approved placement, the sign language and up to $1,500 in expenditure with a matching contribution to come from the Other Miscellaneous budget category.
Rick Peterson presented on behalf of an Eagle Scout project to build a portion of the Clifton Creek Trail, noting coordination with the Northern Virginia Conservation Trust and that environmental permitting and final alignment remain to be completed. The council approved the Eagle Scout project and authorized up to $1,000 in reimbursements provided proper receipts are presented, noting the Boy Scouts would not be acquiring the herbicide Rodeo mentioned during the discussion.
The council voted to constitute a Parking Committee to address parking issues in town. The committee was proposed to be chaired by Tom Peterson with members Marcus Silva, Pete Mills, Jennifer Heilmann, Steve Effros, Jim Fullerton, John Powell and Kathy Kalinowski; the motion carried unanimously.
Steve Effros reported that the franchise provider requested placement of a Verizon Drop at the Masonic Lodge to provide broadband and Wi‑Fi for meetings and a museum; the council authorized the committee to proceed with placement. The council was informed that a directional sign for Shops on Chapel Road had been ordered at a cost of $130. Discussions about purchasing a projector/screen and advance event planning were tabled to a future meeting. John Powell reported he is pursuing alternatives after learning transportation and placement costs for a potential railroad boxcar acquisition could total $10,000–$15,000 for the car plus additional storage and placement expenses.
The council voted unanimously to enter an executive session under Virginia Code §2.2‑3711 to discuss a formal complaint regarding the Poe property on School Street; a committee (Chuck Rusnak, Wayne Nickum, Kathy Kalinowski) was formed to compare facts and requirements. After closing the executive session, the council returned and unanimously approved a motion to adjourn.
The council did not take formal action on the overall Clifton Creek Trail budget at this meeting; Rick Peterson said a project budget would be presented at the next meeting.
