Middletown council approves appropriations, property sales and ARPA repurpose for Elphi; early-voting site designated

The Middletown Common Council took multiple formal actions at its July 7 meeting, approving appropriations, property conveyances, and ARPA funding repurposing.
Key votes
- Bulky-waste truck: The council approved an appropriation of $225,000 from the Bulky Waste Fund to purchase a specialized replacement Public Works truck. (Read and certified by the director of finance; moved and approved during agenda item 8a.)
- Dock rental: The council approved $66,000 from the general fund to fund city rental of docks for public access at 80 Harbor Drive and amended a prior resolution’s fiscal impact statement to reflect the funding change.
- Water department capital budget line: The council approved a $6,600,000 fiscal-year 2025–26 nonrecurring capital fund budget for the water department, covering vehicle replacement, treatment repairs, meter purchases and other capital items.
- Property sales and leases: The council approved several transactions, including the sale of 210 Drips Road (Map Lot 49-0081) to King and Investments LLC for $31,000, the sale of 20 Portland Street to Robert Pinard for $16,000, and the sale of 17 Miller Street to Diana Martinez for $15,000. It also authorized lease agreements for small rentable spaces at Keating Park and approved an amendment to a lease for property used by the community health center.
- Open-space purchase: The council authorized the purchase of Stantec Road (Map Lot 02-0011) as open space for $140,000.
- ARPA repurpose for Elphi: The council approved repurposing the remaining ARPA funds held by JDS Holding Company LLC — $565,408.56 — to remediate and renovate a Brownfield commercial space at 562 South Main Street for use by Elphi Credit Union, an institution focused on women and women-owned businesses. Council members expressed support for the project’s economic-development goals. After a roll-call vote, the item passed with nine ayes, one abstention and one absence.
- Early voting designation: The council designated the Common Council Chamber at City Hall (245 DeCovin Drive) as the in-person early voting location for the September 9, 2025 primary (Sept. 2–7, 2025) and for the November 4, 2025 general election (Oct. 20–Nov. 2, 2025), following statutory requirements and at the registrar’s request.
Several items were approved by unanimous voice vote; others were confirmed via roll call. Where public comment was requested, the council accepted comments before completing votes, and the mayor pledged to follow up on a resident’s concerns.
The council concluded the meeting after appointing Lisa Lomas to an LGBTQIA commission seat and adjourning.
