The Lebanon City Council on July 1 set a public hearing for July 15 to receive public input on a proposed New Hampshire Community Development Finance Authority Community Development Block Grant (CDBG) application of up to $750,000 to support a Boys & Girls Clubs of Central and Northern New Hampshire childcare facility in West Lebanon (primary site: 20 Seminary Hill Road, with a portion of improvements at 6‑6 Aldridge Ave).
Rebecca Owens, the city’s senior planner, told council that CDBG public facilities grants are HUD funds administered through the state and prioritize projects that principally benefit low‑ and moderate‑income persons; childcare facilities are a recognized eligible and high‑priority activity. If awarded, the city would serve as grantee and subgrant to the Boys & Girls Club under a subrecipient agreement; the city would not own or operate the facility. Eligible grant administration and application costs (up to specified caps) were described.
Council unanimously agreed to schedule the public hearing for July 15 at 6:00 p.m. in Council Chambers with remote access. The council also scheduled a separate hearing that evening to adopt a residential anti‑displacement and relocation assistance plan required for CDBG applications.
