The Millbrae City Council on July 14 approved a one‑year memorandum of understanding with the City of San Bruno to let Millbrae residents purchase San Bruno Recreation and Aquatic Center resident memberships at the San Bruno resident rate. Hannah Moran, who presented the item for staff, said the pilot will run through June 30, 2027, and Millbrae will cap its financial commitment at $49,999 for the first year; staff noted San Bruno provided approximately $2,795 in advertising value that lowers Millbrae’s net outlay to roughly $52,795 in program value.
"Millbrae residents would receive the San Bruno resident membership rate," Moran said, adding that "San Bruno Recreation are in charge of and will verify residency" and will administer the subsidy. Moran said San Bruno will provide quarterly participation and financial reports so Millbrae can monitor utilization and costs.
Councilmembers confirmed the subsidy is applied only as memberships are purchased (first‑come, first‑serve). Moran and staff said both indoor and outdoor pools are heated year‑round, and the membership covers facilities included in San Bruno’s membership package (including gym access and court availability during open hours). Staff estimated the $50,000 subsidy would support roughly 500 residents at an average effective subsidy of about $100 per account in a year, and that unused funds would be returned to Millbrae or jointly applied to a future agreement by mutual consent.
Council approved the MOU by a 4–0 vote and directed staff to monitor utilization and bring back any recommended changes if demand exhausts the pilot budget.
