Millbrae council adopts ordinance to establish paid‑parking program, directs competitive RFP

The Millbrae City Council on July 14 voted to waive second reading and adopt an ordinance creating a citywide paid‑parking program for city‑owned on‑ and off‑street facilities. The ordinance establishes the legal framework; staff said the next step is a competitive request for proposals to identify vendors, meter equipment and payment options.
"This just gives in essence, this is implementing legislation to go out and find vendors in a competitive bid," City Manager Tom Williams said, describing the ordinance as step one in a multi‑stage rollout. Williams and staff said the RFP will solicit equipment options (smartphone payments, license‑plate readers and other systems) and that hourly rates, enforcement hours and other policy details will come back to council after bids are evaluated.
Councilmembers asked about timing and program metrics; staff said they expect to issue the RFP "hopefully next week," allow a roughly 30‑day response period, and return findings to the council in September. The council emphasized they are not selecting a vendor tonight and that adoption of the ordinance does not obligate council to approve a final paid‑parking program.
The ordinance passed on a 4–0 vote. Council directed staff to return with RFP results, and indicated the rollout will include community engagement on enforcement, residential permits and rate policy prior to implementation.
