Orford Selectboard declines donated ‘wicking fabric’ for highway use, asks donor to remove material

The Orford Selectboard voted on Oct. 9 to decline a donation of wicking fabric offered for road-matrix strengthening and directed the donor to remove the material from the Highway garage property.
Charlie Smith had obtained a roll of the fabric and offered to donate it for a demonstration installation. Road Agent Ted Nutter told the board he did not want to use the product. Selectboard members said that only the Selectboard can accept gifts to the town and that using products not purchased by the town raises procurement and liability questions. Chair Kevin Follensbee said a document the Road Committee asked Nutter to sign lacked sufficient installation requirements and that signing it could be interpreted as town approval.
The board agreed that refusing the gift would allow Smith to donate the material to another municipality. They also instructed that the fabric be removed from Highway garage property. The Selectboard did not accept the roll and will not authorize its use in town road work unless a formal acceptance, specifications and appropriate approvals are later presented.
