On June 26, 2026, the Mountain Aire Homeowners Association Board of Directors voted unanimously to contract with NW Quality Painting to perform a community-wide fence-staining project.
Board member Neil presented final bids after a June 3 walk-through and June 5 submissions. NW Quality Painting bid $30,275.50 for the work, plus an estimated $760 for identified fence repairs; the vendor provided references for exterior fence work. Kitsap Brothers submitted a lower formal bid of $24,990.95 but did not provide references for exterior fence staining and supplied no repair estimate. Board members noted Kitsap Brothers’ primary experience is internal painting and that its final price increased substantially from an earlier RFP response, and they said NW Quality Painting demonstrated better capacity to address repairs that will extend fence life.
Channing moved to award the contract to NW Quality Painting; Jeff seconded the motion, and the Board approved it unanimously. The Board’s decision was based on the vendor’s demonstrated experience with fence repairs and the expectation that repair work will lengthen the fences’ useful life.
NW Quality Painting offered homeowners the option to have the interior (yard-facing) side of their fences stained at a discounted price of $65 per 8-foot section. Kitsap Brothers had proposed a flat $1,600 interior-staining price per homeowner. The Board discussed logistics and heard that NW Quality Painting would require advance notice of which homeowners plan to use the vendor so that pressure washing and prep can be scheduled together.
For homeowners who prefer to do their own staining, the Board discussed opening the HOA’s Sherwin Williams commercial account to residents for an approximate 50% discount for a limited window; Channing agreed to contact Sherwin Williams to confirm what proof (for example, address verification) the store would require.
Action items set at the meeting include: Neil will notify both vendors of the decision by Monday, July 29, and will arrange a meeting with NW Quality Painting to obtain a timeline and the homeowner sign-up process and cut-off date; Channing will contact Sherwin Williams about the commercial-account discount; and the Board will prepare a homeowner communication plan (email and mailer) so interested residents can sign up before the contractor begins work. The Board emphasized timing was important to enable summer scheduling.
The Board did not record any homeowner objections during the discussion. The meeting adjourned at 7:05 p.m.
