Robin Harmon, introduced as the county procurement director, told commissioners the county opened five bids and that references for United Power Systems were positive. A commissioner asked whether the recommended vendor was the incumbent; Harmon said they are not — the incumbent was a firm called Jantek — and that United Power Systems has a strong reputation and sufficient presence to serve the county.
