Franklin County commissioners approve equipment purchases and $295,774 in asphalt repairs

Public Works Director Jeff Welton recommended buying a used 2023 Takeuchi TB290 mini excavator from RoadBuilders in Kansas City, Kansas, for $83,200 to support "ditch work, culvert replacements and bridge maintenance repairs," and a used 2024 HAMM 54" double-drum roller from Murphy Tractor for $35,800 to use primarily in asphalt replacement and repairs. Commissioner Colton Waymire moved to approve both purchases; Commissioner Rod Harris seconded and all commissioners voted yes.
County Administrator Derek Brown presented a quote from Killough Construction for miscellaneous asphalt repair projects totaling $295,774, with the largest areas included on Shawnee Road and Labette Road. The board approved the Killough quote by motion (moved by Waymire, seconded by Donald Stottlemire); the vote was unanimous.
Commissioners also discussed securing an early bid for additional crack sealing from the contractor who performed the work last year. The board voted to authorize County Administrator Derek Brown to approve a preliminary crack-sealing bid up to $50,000 in order to lock in pricing later this year; the motion (moved by Chair Sabrina Meador, seconded by Commissioner Waymire) passed unanimously.
How this matters: the purchases and the Killough contract are intended to maintain and extend the life of Franklin County’s paved roads by funding targeted repair and resurfacing work. The board’s authorization for an early crack-sealing bid is a procedural step to secure contractor pricing ahead of peak seasons.
