The Hamilton K-12 Schools board authorized district staff to enter a multi-district agreement tied to the proposed Bridged Health Alliance Trust, a statewide school-employee insurance trust created from a recent legislative allocation. The authorization allows the district to be part of the larger pool while leaving final participation contingent on a future employee vote.
Dave, who presented the packet item, told trustees the state set aside roughly $40 million to establish the trust and that the trust’s architects aim to enroll approximately 150 districts and 12,000 employee lines. He said the district’s action at this stage is to join the multi-district agreement and let employees decide whether to participate in the actual trust; if staff choose to join, the district’s commitment would be for five years with some clauses permitting exit after three years if thresholds are met.
Dave told trustees the proposal includes negotiating provider contracts (for example, hospital arrangements tied to a percentage of Medicare rates) and that some contracts have not yet been finalized, which has caused hesitation among staff and trustees. He said the district’s broker, Beth Wardell of Marsh McLennan, participated in staff outreach and answered questions during the staff presentation.
Administrators presented a cost comparison in the packet suggesting an estimated 9% premium reduction in one scenario if the trust forms and the district joins a large pool. Trustees repeatedly emphasized that the board’s vote this evening simply authorizes the administrative step of joining a multi-district agreement and does not commit the district to the trust if employees later decline participation.
The motion to authorize entering the multi-district agreement passed by voice vote. Trustees also separately approved a conditional authorization to complete a participation agreement if and when employees vote in favor of joining the trust; staff said that second step would only be executed following a favorable staff vote.
