Ruidoso Downs — The village council voted to approve a planned unit development that would place roughly 60 mobile-home pad sites on a 6-acre parcel at 26482 U.S. Highway 70, after an extended public hearing in which residents, planning staff and the applicant debated water, floodplain and long-term management.
Keith Bender, who said he had previously managed the Ruidoso Downs racetrack and is representing the project, told the council the plan is privately financed and intended to supply emergency and affordable housing after recent fires and floods. “We’re still committed to spending a $100,000,000 in Lincoln County and the village of Ruidoso Downs,” Bender said, and asked the council to approve an initial 60 pad sites with the option to seek more later if demand or FEMA requests increase.
The project would place 80-by-30-foot pad sites on Tanner Irons’ property adjacent to an existing RV park, with utilities and a basic site layout engineered by Sauder Miller. Bender said the layout is being designed to meet state and, if needed, FEMA specifications and that the pads and utility hookups would be permanent: “These pad sites … would be permanent,” he said, while adding that FEMA use would be negotiated separately if the agency requests units.
Residents pressing the council asked who would provide water and whether the site is appropriate given floodplain concerns. One resident asked, “Who’s gonna provide the water … is the city ready for this?” Planning staff and city public-works representatives said the city’s current water allocation appeared sufficient for an initial 60 pads but emphasized limits and permit requirements. City staff noted ongoing work to verify taps and service and that final site engineering would address setbacks, green space and drainage.
Councilors also sought commitments on standards. The applicant and engineer indicated they expect to provide approximately 7% green space in the initial layout and to follow New Mexico mobile-home park installation codes for setbacks and pad construction; Bender said the project team would return with final engineering and full permit applications for the city to review.
After the public hearing the council moved and seconded a motion to approve the PUD; the roll call recorded in the transcript shows Councilors Parker, Miller, Baber and Laswell voting “Aye,” and the chair declared the motion carried. The applicant said engineering work would be submitted to the city and planning commission for final review and that site-build work could proceed after permits were issued.
Why it matters: Ruidoso Downs faces a tight housing market after recent disasters; the PUD is intended to move people from temporary lodging into permanent pad sites quickly. Neighbors and at least one councilor pressed the council for clear assurances on water, flood mitigation and long-term maintenance before approvals for future phases.
What’s next: The applicant will submit final engineering and permit documents to the village and to the planning and zoning body; the council, city staff and the P&Z commission will review those materials before construction starts.
