Selectmen review potential sales of town parcels, OK capital-reserve reimbursements

At their Feb. 2 meeting the Farmington Selectmen reviewed proposals to seek voter authorization to sell or convey portions of several town parcels, approved multiple trustee reimbursements from capital-reserve funds and discussed whether a heavily damaged highway backhoe should be repaired or replaced.
Parcel sales: Selectmen examined a set of properties (including portions of tax map R14-Lots 12 and 13, R3-Lot 2, and R34-Lot 17) and discussed using voter authorization to permit partial sales or lot-line adjustments. Members raised concerns about protecting well-radius buffers, deed restrictions and aquifer-protection rules; they asked Town Counsel and the Department of Revenue Administration to review warrant language. The board asked staff to prepare a voter's guide explaining the parcels, restrictions and rationale for potential partial sales.
Capital-reserve reimbursements: Finance Administrator Kelly Heon presented trustee balances and requested reimbursements for expenditures already paid: Future Technology ($8,054.13), Landfill Closure ($25,547.34), Town Levee Repair ($14,487.63) and Water Capital Reserve ($14,412). The board approved all four reimbursements by motion (each passed 5-0), enabling the town to reimburse itself for prior invoices.
Highway equipment: The Highway Superintendent reported ongoing repairs to a backhoe; once the rear wheels came off, staff found structural rust severe enough to allow a screwdriver through the frame. Board members discussed replacement versus continued repair. One member recommended replacing the machine, others asked for an on-site inspection and cost estimate before making a final decision.
The board also approved a facility-use application for a Teen Ministry event on June 27, 2026, and adjourned at 7:48 p.m.
