Lyme Budget Committee: town budget tight, school reports $93,796 to lower taxes; capital needs flagged for 2026

The Town of Lyme Budget Committee reviewed year-to-date figures on Sept. 17 and warned the town’s 2025 operating budget is tight heading into winter while the school reported a modest surplus that can be applied to reduce taxes.

Judy Brotman, the Selectboard representative, told the committee the town has about 35% of its 2025 budget remaining and described the budget as "very tight," noting outcomes will depend on winter storms, vehicle breakdowns and other unplanned costs. Brotman reported the Select Board voted to install a flashing caution sign at the school/library crossing; however, funds may not be available until 2026. The highway department is arranging to have the crosswalk repainted as soon as possible.

School officials reported $93,796 is available to be applied to reduce taxes. The school also provided an update on the summer construction project, saying a few small items remain on the punch list but the overall work is within the projected budget. The bond bank sold a school bond, producing revenue that will be applied to bond payments; the school now has two bonds with roughly 10 years remaining on each. Committee members discussed heating-system and air-quality improvements tied to those projects.

Members also discussed planning for 2026: increasing capital reserve funds for vehicles and heavy equipment, awaiting 2026 insurance figures expected within two weeks, and preparing the Select Board presentation on equipment needs. Kristin Roth, the school representative, said proposed changes to New Hampshire state law could directly affect the town and recommended monitoring those developments.
