At its March 16 meeting the Middlebury Town Council approved several routine payments and contracts, including a $600,194.62 pay application for work on the Powell (Apollo) Lift Station, payment for professional services and local operating contracts.
Invoices and pay apps: The council approved JPR invoice No. 52682 for $19,897.59 for February work on the water system improvement projects and approved pay application No. 3 from Niblock for the Powell Lift Station in the amount of $600,194.62. A clerk representative noted Donahue & Associates reviewed the pay application before it was presented to the council. "It's in the amount of $600,194.62, and that's for the power lift station," a staff speaker said when introducing the request.
Contracts and events: The council approved a road closure request to close West Warren Street from 12 p.m. to 4 p.m. on Saturday, Oct. 10, 2026 for the annual pumpkin races, as requested by the Middlebury Then and Now Committee. It also approved a cleaning services contract with F and M Cleaning Inc. to clean town hall once weekly and perform a weekly deep clean at the police department for $365 per week, pending background checks.
Personnel: The council approved hiring Carlos Medina as a reserve officer after the marshal reported Medina had passed background checks and interviews. The council voted by voice on these items; motions were moved and seconded and carried with affirmative votes.
The council moved promptly through these agenda items after tabling the larger change‑order discussion; the meeting concluded with announcements about upcoming boards and commissions and adjournment.
