Council approves opioid fund appropriation, MVH transfer, wage plan and joint human-relations commission

At its July 6 meeting, the West Lafayette City Council approved several administrative and budget items:
Peter Gray, city controller, presented an ordinance to appropriate $200,000 of opioid-settlement funds into the 2026 budget to enable future spending; the ordinance passed its first of two readings by roll call. The council also approved Resolution 16-20-26 to transfer $80,000 within the Motor Vehicle Highway budget to cover sidewalk grinding and to relocate a generator from the police station to the street department; the controller said the transfer has a net-zero effect on the overall budget.
Mayor Aaron Easter presented and the council approved a midyear employee-pay-plan adoption (option 1) to move a small number of positions to the new pay structure, and the council approved an interlocal agreement to coordinate a joint Human Relations Commission with Lafayette and Tippecanoe County intended to streamline complaint intake and outreach across jurisdictions.
Separately, the council completed second-reading approval of Ordinance 10-20-26 (minor zoning-code amendments) and recorded unanimous passage on that item.
