Regional planner tells Richmond board town complies with new RSA child-care zoning rules, lists grants

Sandra Bollinger, a senior planner with the Southwest Regional Planning Commission, told the Town of Richmond Planning Board on May 5 that Richmond's zoning meets the new RSA requirements for family-based child care.
Bollinger said that 22at first blush22 she had a concern Richmond might not be in full compliance, but after reviewing the town's ordinance she concluded that Richmond does comply because it has a single commercial zone (Four Corners) and the rest of the town is residential with no prohibition on child care in a DADU or ADU. She described that conclusion to the board as part of a Family-Based Child Care Zoning Compliance Review and assistance opportunity presented by the regional planning commission.
The planner also outlined available technical resources and funding opportunities for local providers, naming the Monadnock Economic Development Corporation and its Bring It Home program as one source of grants and assistance. Bollinger encouraged the board to share the assistance offer with local providers who may need help with permitting or site-selection questions.
The board took no formal regulatory action on the presentation at the meeting. The report was recorded for the board's files and for any follow-up coordination with the regional planning commission; Bollinger did not request a vote. No public comment on the childcare compliance review was recorded at the meeting.
