The Town of Richmond Planning Board on Jan. 6 approved a three‑lot subdivision for property owner Jeffrey Hertel on Turnpike Road (Map 409 Lot 66) after granting several regulation waivers and adding a condition to the final plan.
Jonathan Bafundi presented the application on behalf of the applicant, describing the proposed division into three lots. During public comment, several attendees noted a deed restriction that limits building on a portion of the first lot and said the property has been logged with no housing planned at this time. Residents and board members also requested that the final plat include a 250' x 250' dimensional lot block to clearly show buildable area.
The board considered waiver requests tied to subdivision regulations and environmental review. Members granted waivers related to submission requirements and to specifications involving curve geometry and town boundary monuments, and they agreed that, because no lot in the proposal is under five acres and no septic systems are proposed, certain septic‑location and percolation test plan requirements could be waived. The board discussed that subdivision approval from the New Hampshire Water Supply and Pollution Control authority is relevant to septic considerations.
After the waivers were granted, Lisa Traeger moved to approve the application with the explicit condition that the 250' x 250' lot block be added to the final mylar and that the plot be properly identified; Greg Butko seconded. The vote recorded Traeger, Grinstead, Bersaw, Butko and Smith as voting yes and the motion carried. The board had previously voted to close the public hearing on the application (motion by Doug Bersaw; seconded by Brad Grinstead).
The approval is conditional on the mapping change; no new roads are proposed and the board noted that the plan will reflect existing conditions as derived from deed references and prior surveys where full resurveying of the parent tract was not performed. The board did not set any additional building approvals or permits in this meeting; outstanding permitting issues such as state water/supply approvals or driveway permits, if required, remain subject to the relevant agencies’ processes.
The Planning Board closed the hearing on the Hertel application at 6:33 p.m.
