Comfrey officials say city is "in the fundable range" for PFA loans; estimated $1.1 million share for County Road 17 work

Owen Todd and Jordan Albrecht of engineering firm Bolton & Menk told the Comfrey City Council on Dec. 9 that the city is "in the fundable range" for Public Facilities Authority (PFA) assistance and could qualify for low-interest loans to help pay the city's share of the 2026 County Road 17 project. They said Brown County will lead the highway replacement and allow Comfrey to replace its water and sewer infrastructure while county crews are working on the road.
Todd and Albrecht estimated Comfrey's portion of the combined project at about $1.1 million. The consultants advised the council on the PFA process and on steps the city must complete to remain eligible for financing.
Separately, the council approved a transfer deposit to a newly established Wastewater Infrastructure System Replacement Fund, required by the PFA financing agreement, equal to $0.50 per 1,000 gallons of flow. The initial transfer amount approved was $5,905.00. Councilor Redman made the motion to approve the deposit, Evers seconded, and the motion carried unanimously.
The council did not take additional action on project contracting or final financing terms at the meeting; Brown County was described as the project lead and further coordination will be required to finalize the scope and formal cost shares.
