Comfrey council moves to pursue up to $600,000 SCDP grant for County Road 17 project

Matt Miller of engineering firm Bolton & Menk presented a potential Small Cities Development Program (SCDP) grant of up to $600,000 to help fund the County Road 17 project, and told the City Council of Comfrey the preliminary application is due in mid-November.
The council authorized Clerk Kelly to apply for a League of Minnesota Cities (LMC) grant to cover initial expenses and voted to proceed with the income-survey step required by SCDP rules. Matt Miller said the income survey would cost roughly $2,600; he estimated total application costs at about $7,800 and said the LMC grant could help cover up to $5,000 of survey and application-writing expenses. Council member Kastner moved to have Clerk Kelly apply for the LMC grant; Council member Arnsdorf seconded the motion, which carried unanimously. Kastner then moved, and Council member Redman seconded, to proceed with the income survey; that motion also carried unanimously.
The council recorded that if the income-survey results do not meet SCDP requirements, the city would not be eligible to pursue the SCDP award. The motion records direct the clerk to pursue the LMC funding and to begin the income-survey process as the next administrative step. The council did not set a contract award or commit to matching funds for the SCDP grant at this meeting.
Next procedural steps: Clerk Kelly was directed to submit the LMC grant application and to begin the income survey so the city can complete the SCDP preliminary application by mid-November.
