The Montrose City Council spent a large portion of its Nov. 12 meeting reviewing changes to the preliminary 2025 budget and debating how much to allocate for street improvements.
Staff reported a roughly $7,200 drop in final tax capacity, which modestly increased the draft tax rate. Council members expressed reluctance to place a heavy tax burden on residents; several said $500,000 for street work was too large. After back-and-forth on what projects would be covered and the potential for a $100,000 state aid supplement, the council coalesced around $300,000 for street improvements in 2025, a level several council members said balanced project needs with taxpayer impact.
Council members discussed the Clementa project, which has a matching grant and an estimated total cost the council described as roughly $1.2–1.6 million (including trail work). Staff said a $400,000 city participation would help keep that grant viable; several council members said they preferred reserving the larger amount for a year when the city could budget more heavily. Council directed staff to plan for $300,000 in street improvements and to continue seeking state aid.
The preliminary figures and direction will be incorporated into the December final budget presentation for formal adoption.
