General Registrar Lauren Eanes presented the guidance and explained that King v. O’Bannon eliminates certain felony convictions from the list of offenses that result in loss of voting rights for some individuals. The board agreed Election Officials should be made aware of the new rules and training or instructions should be provided, but concluded that the procedural change does not alter Election Officials’ duties on Election Day.
Board members did not record a formal vote on implementation steps in the minutes; the action recorded was an agreement to inform and instruct Election Officials about the updated eligibility rules. The Registrar will incorporate the guidance into office procedures and staff communications.
