Montrose council approves AFSCME labor contract after brief debate, 4-1

The Montrose City Council voted 4-1 on Nov. 12 to approve a labor contract with the American Federation of State, County and Municipal Employees covering Jan. 1, 2025 through Dec. 31, 2027.
City staff said the negotiated agreement generally tracks the district’s comparable contract structure and includes a total pay increase made up of a cost-of-living adjustment and merit components. Council members asked how the COLA and merit calculations were determined and whether supervisory positions could be in a different bargaining unit; staff clarified the contract mirrors a previously adopted local agreement and noted one small difference related to on-call duties.
During roll-call voting the contract passed 4-1; the dissenting vote raised concerns about parity between supervisory and non-supervisory contracts but did not block adoption. Staff told the council they had already accounted for the contract in the draft 2025 budget and that employer-paid benefits shift from 100% to 95% in the latest budget figures, which slightly reduced overall expense assumptions.
The council’s action finalizes terms for the next three calendar years; staff will incorporate the adopted contract terms into the final 2025 budget that returns to council in December.
