Comfrey council approves routine bills, ambulance payment, gambling permit; appoints Rick Kastner emergency manager

The Comfrey City Council handled several routine items and administrative personnel changes during its Aug. 7 meeting.
On motions made and seconded by council members, the council approved the July 9 meeting minutes, total bills of $141,012.62, and the July financial report. The council also approved payment of the 2024 Springfield ambulance service rate of $1,730 (motion by Arnsdorf, second by Wayne Redman) and granted a gambling permit to St. Paul’s Catholic Church for a Feb. 2, 2025 Calendar Raffle (motion by Wayne Redman, second by Evers).
Council member Arnsdorf moved, with a second by Council member Wayne Redman, to appoint Rick Kastner as the city’s new Emergency Manager; the motion carried unanimously. Steve Berberich will transfer the related duties and information to Kastner. Clerk Kelly requested changing city office hours so the office will be closed on Fridays rather than closing at noon; the council approved that change on a motion by Arnsdorf, seconded by Kastner. The meeting adjourned at 7:00 p.m.
