The Atkins City Council approved a one-month contract with ECICOG to pilot nuisance-abatement services in the community. City Administrator (speaker 5) said ECICOG and its contractor would visit one to two times monthly, spend about six hours a month in town and coordinate with staff on voluntary outreach and documentation.
The administrator described the vendor's regional experience and said the firm would handle travel, administrative fees and reporting. “They recently just signed with Monticello to do their nuisance payment… in terms of what services, they estimate they’ll be here about 6 hours a month,” the administrator said.
Council members emphasized a voluntary-first approach: the contractor will attempt to contact property owners by mail or conversation before recommending legal steps. A council member (speaker 3) said the approach is less threatening than law-enforcement contact and often resolves issues without formal enforcement.
A motion to approve the nuisance-abatement contract carried by voice vote. Staff said the one-month term is intended as a trial to assess effectiveness and community response.
